Right information should be given at right time i.e during education stage. 

The whole World knows, Tibet is independent country before China occupied it. 

So if really Indian Government wants to help Tibet, the first step it should do as per our opinion is printing textbooks showing Tibet as a separate country.

Presenting actual facts will help at least at some point of time some Indians will help Tibet to get freedom.

So main stuff needed is publishing actual facts what happened at what time and what is the impact now. Then that gives right indication and right direction, the approach to be taken for future.
